today to celebrate the groundbreakings of Legacy at Cedar Lane I & II and The Vision at Parkway, two modern, new affordable housing communities in Columbia, Maryland. Formerly known as Waverly Winds and Ranleagh Court, the redeveloped communities will deliver 205 high-quality, energy-efficient apartment homes to Howard County. These modern, mixed-income developments mark a major milestone in Enterprise’s mission to preserve and expand affordable housing by replacing outdated 1960s-era buildings with vibrant, sustainable communities.
“Today marks the next chapter of our redevelopment efforts in Columbia, the birthplace of Enterprise and the community where James Rouse’s visionary commitment to diversity and inclusion took root,” said Janine Lind, President of Enterprise Community Development. "Legacy at Cedar Lane and The Vision at Parkway represent the kind of thoughtful, forward-looking development needed to ensure every resident has access to a safe, stable, and affordable home.”
Legacy at Cedar Lane and The Vision at Parkway represent a leading-edge mixed-income housing model, with one-third of units reserved for the lowest-income residents, one-third for workforce housing, and one-third offered at market rate, ensuring affordability across a broad income spectrum. The redevelopments represent the second and third phases of a multi-phase redevelopment, following the success of Legacy at Twin Rivers, that will replace 300 aging apartments across a one-mile area of Columbia with approximately 600 new homes.

Baltimore Mayor Brandon M. Scott and the Office of Broadband and Digital Equity—a division of the Baltimore City Office of Information and Technology—recently awarded a $2 million grant to Waves as part of the Administration’s efforts to improve internet access, adoption, and utilization in underserved neighborhoods in Baltimore.
Several Enterprise communities will benefit from new fiber-optic networks including Ednor Apartments 1, Ednor Apartments 2 , Metro Heights at Mondawmin and The Allendale. In addition, the grant support will be used to maintain continued connectivity for three additional Enterprise communities currently serviced by the organization including Ashland Commons, Hollins House and Park Heights Place.
Mayor Scott emphasized the significance of this partnership, stating, “This grant program is more than just wires and signals—it’s about unlocking opportunity. By partnering with Waves, we’re ensuring residents with the greatest need have a chance to learn, connect, and build a better future for themselves and their families.”
The Connect Baltimore Broadband Grant Program, funded by the American Rescue Plan Act and overseen by the Mayor’s Office of Recovery Programs, supports the development of gap and community networks to provide affordable, reliable internet access in neighborhoods most affected by the digital divide. This grant complements funding Waves has received from the Maryland Department of Housing and Community Development’s Office of Statewide Broadband, the West Baltimore Renaissance Foundation, and the France-Merrick Foundation.
Waves, a division of the nonprofit Digital Harbor Foundation, is an internet service provider based in Baltimore. Enterprise established a five-year partnership with the organization, formerly known as Project Waves, in 2022. The partnership helped to overcome connectivity barriers that often disproportionally affect seniors or households with low- or moderate-income. The digital divide and need for greater connectivity was especially evident during the COVID-19 pandemic.
The Connect Baltimore Broadband Grant Program is a vital component of the City’s Digital Inclusion Strategy and reinforces the mayoral commitment to Equitable Neighborhood Development. By focusing on neighborhoods that have historically faced barriers to internet access, the grant program helps ensure these communities can fully participate in the digital ecosystem. The deployment of fiber-optic infrastructure offers a sustainable, long-term connectivity solution, creating new pathways for education, economic mobility, and healthcare access for low-income households.

She has held senior leadership roles at A&R Companies, Edgewood Management, TM Associates, and Humphrey Management LLC, where she successfully managed large-scale portfolios of 6,000 to 20,000 units across the Mid-Atlantic and Midwest regions.
With a proven track record of enhancing operational efficiency, fostering resident satisfaction, and building strong community relationships, Dugan’s expertise positions her as a dynamic leader who will drive Enterprise’s mission to make home and community places of pride, power, and belonging, as well as platforms for resilience and upward mobility.

When Janine Lind was four years old, her parents packed up the family and moved from their native Netherlands to Indonesia. What she observed in both countries — and in subsequent moves across continents — shaped her belief that a decent, safe place to live matters regardless of nationality or socioeconomic status.
“I truly believe that housing is a foundation for people to build their lives, that it’s a basic human right, and we need to do better to assure that everyone has an affordable place to live,” said Lind, who is in her eighth month as president of Enterprise Community Development.

Enterprise Community Development was recently awarded a 2024 Thome Aging Well Innovation Grant to support the planning and implementation of an age-freindly care clinic model with the University of Baltimore at eight affordable communities.
The Thome Aging Well program is a six-year, $19 million initiative from Enterprise Community Partners (Enterprise) to help older adults living in affordable communities age safely and securely at home.
Funded by the Edward N. and Della L. Thome Memorial Foundation, Bank of America trustee, the program will award $9 million over the next 24 months to support 17 organizations reimagining the way care is provided for older adults in Michigan and Maryland.
“Research has shown us that social isolation and housing instability can have significant, adverse impacts on the health outcomes of older adults,” said Stephany De Scisciolo, VP of Impact, Evaluation, and Population Health at Enterprise. “We look forward to supporting the incredible work of these grantees and their commitment to a future where community care for older adults is readily accessible to all.”
The Thome Aging Well program has already touched close to 12,000 older adults in Michigan and Maryland through previous funding rounds to scale aging-in-place initiatives with a proven track record of impact.
This round of funding is projected to impact 20,000 older adults in Michigan and Maryland. The grant consists of two phases: a planning phase lasting up to six months with up to $100,000 in planning support to each organization to allow for additional ideation, and an implementation phase of up to two years, and up to $1 million with peer-to-peer connection and capacity building support offered throughout.
